This page from Colin P. Fahey provides an excellent overview of the tradeoffs between the two leading toolkits for developing applications for U.S. mobile phones: Qualcomm's BREW and Sun's Java 2 Micro Edition (J2ME). The article includes a table of what the major carriers allow their customers to do, and summarizes the principles of development under J2ME (used by AT&T Wireless, T-Mobile, and Sprint) and BREW (used by Verizon Wireless). He considers AT&T Wireless to be the most developer-friendly, and rails against the restrictive conditions imposed by Verizon's Get It Now distribution channel, pointing out that they can be circumvented with tools like Get Around 'Get It Now!' (GAGIN).
